GCSE Business Stakeholder Conflict Questions — Examiner Guide
Stakeholder conflict is one of the most frequently examined topics in GCSE Business across all three specifications. Yet many students drop marks by either describing stakeholders without explaining the conflict, or by explaining the conflict without applying it to the business. This guide shows you exactly how to nail it.
What is a stakeholder conflict?
A stakeholder conflict occurs when two or more stakeholders want different, incompatible things from the same business. The business cannot fully satisfy both groups at the same time — one group's gain comes at another's expense.
This is different from simply describing what different stakeholders want. A conflict exists only when satisfying one stakeholder's objective directly prevents another from being satisfied.
The most commonly examined conflicts
| Conflict | What each wants | Why they conflict |
|---|---|---|
| Shareholders vs Employees | Shareholders: higher profits, lower costs. Employees: higher wages, better conditions. | Paying higher wages directly reduces profit — you cannot maximise both simultaneously. |
| Customers vs Shareholders | Customers: lower prices, higher quality. Shareholders: higher profit margins. | Lowering prices reduces revenue; improving quality raises costs — both reduce profit. |
| Business vs Local Community | Business: expand operations, cut costs. Community: low pollution, green spaces, jobs. | Expansion may increase pollution or destroy green land the community values. |
| Suppliers vs Business | Suppliers: prompt payment, regular orders. Business: delay payment to improve cash flow. | Delaying payment benefits the business but damages the supplier's cash flow. |
The four-part answer structure
For any stakeholder conflict question, use this structure:
- Name both stakeholders — be specific about who is in conflict
- Explain what each stakeholder wants — their objective or interest
- Explain why these objectives conflict — show that satisfying one reduces the other
- Apply to the specific business — use the business name and context from the question
Worked example — 3-mark question
Question: NovaBuild is a construction company planning to expand its factory. Identify one stakeholder conflict that NovaBuild might face. (3 marks)
This describes what each stakeholder wants but does not explain why they conflict or apply to NovaBuild specifically.
This names both parties, explains what each wants, explains the conflict mechanism, and applies it to NovaBuild's specific situation.
How to handle "evaluate how a business could manage a stakeholder conflict" (6–9 marks)
Higher-mark questions ask you to suggest how the business could balance competing stakeholder interests. Good answers:
- Acknowledge that one group will have to compromise
- Suggest a specific action the business could take
- Explain the benefit AND the limitation of that action
- Reach a conclusion about which stakeholder the business should prioritise and why
Quick checklist for stakeholder conflict questions
- ✓ Have I named both stakeholders specifically?
- ✓ Have I explained what each stakeholder wants (not just listed them)?
- ✓ Have I explained WHY satisfying one prevents the other being satisfied?
- ✓ Have I used the specific business name from the question?
- ✓ For 6-9 mark questions — have I suggested how the conflict could be managed AND given a conclusion?
